Issue Description:

About SE-0293

We can use property wrapper for closure argument, but we cannot use it with combine throw/await.

import SwiftUI
struct MyError: Error {}
func myFunc() async {}

let a: (Binding<Int>) throws -> () = { value in
  throw MyError()
}

let b: (Binding<Int>) throws -> () = { $value in
  throw MyError() // Error is not handled because the enclosing function is not declared 'throws'
}

let c: (Binding<Int>) async -> () = { $value in
  await myFunc() // 'async' call in a function that does not support concurrency
}
