Issue Description:

Currently, SwiftPM's TargetDependencyCondition only supports restricting dependencies by platform.

I have a use case where I would only like to include a third-party binary dependency based upon whether I'm building using a release or debug configuration.

It would be great to see SwiftPM (and Xcode) support this.
