Issue Description:

When depending on an SPM that ships a resource bundle, `swift build` places the resource bundle under

  • `.build/[configuration]/[PackageName].bundle` on Apple platforms

  • `.build/[configuration][PackageName].resources` on !Apple platforms.

This is quite unfortunate for installers.

I imagine this is intentional given that the .bundle format is only valid on apple platforms
