Issue Description:

Since swift.org mentions swiftpm, we need to change any relevant mentions of "swift build" to "swift package" now that the package subcommand has been implemented.

It turns out that there isn't a lot to change. One substantive change is that the way to create new swift packages is through `swift package init`, not just `touch Package.swift`.
