Issue Description:

Please add an option to `swift package edit` to link all dependencies in edit mode.

The corresponding:

$ swift package unedit --all

is also useful (arguably even MORE useful).

Hey, the `unedit --all` command makes sense. Can you explain the use case for `edit --all`? That might be a bit problematic for a large dependency graph.

When I am developing my application, I like to have all my LOCAL dependencies in edit mode. So that I can see them as one project in XCode.
