Issue Description:

I get the following error intermittently and quite frequently when running tests in a docker linux container:

Linking ./.build/x86_64-unknown-linux/debug/WebPackageTests.xctest
error: symlink error: File exists (17): /package/.build/debug -> x86_64-unknown-linux/debug

To try this out at home:

That will start up a docker container and run swift tests.

I get this error more than 50% of the time, and it always eventually works...

Hi @mbrandonw,

Is this still an issue? I've run `make test-linux` several times and I'm having a hard time reproducing it.
