Apple Swift version 4.0.3 (swiftlang-900.0.74.1 clang-900.0.39.2)

I checked the latest master for swift-corelibs-foundation and it's not there either.

Issue Description:

On macOS 10.13 / iOS 11, ISO8601DateFormatter.Options includes a new option .withFractionalSeconds. It appears that swift-corelibs-foundation doesn't support this case.
