Issue Description:
After watching session 223 from WWDC2018, I've been using stablePartition(isSuffixElement🙂 in a number of places. I was hoping that it could be moved from the test code for the standard library to be proper API? See https://github.com/apple/swift/blob/master/test/Prototypes/Algorithms.swift#L536

Any progress on this? It is 2020 and we still do not have algorithms from that wwdc18 talk.
