Issue Description:

Looking at recent development snapshots it looks like we no longer ship the Foundation static archive in swift_static. This prevents -static-stdlib from working.

Its in the swift-DEVELOPMENT-SNAPSHOT-2018-11-30-a-ubuntu18.04 now

$ find swift-DEVELOPMENT-SNAPSHOT-2018-11-30-a-ubuntu18.04 -name libFoundation.a
swift-DEVELOPMENT-SNAPSHOT-2018-11-30-a-ubuntu18.04/usr/lib/swift_static/linux/libFoundation.a
